The first part of my interview of Doug Siglin, Federal lobbyist for the “Chesapeake Bay Foundation,” was a discussion about the Bay - how polluted it is, how this happened, blah, blah, blah. Then questions were raised about: How would the Federal Government give Maryland millions of dollars to clean up the Bay when “Uncle Sam” is way past broke? Where in the U.S. Constitution is it authorized for Congress to fund such an “internal improvement” as cleaning up the Chesapeake Bay?
